Обоснование стратегических приоритетов региональных инвестиций

Abstract

Аннотация. В статье раскрыты особенности использования оригинальной методики обоснования перспективных направлений региональных инвестиций на основе метода анализа иерархий. Предложена структура исследуемых иерархий и принципы оценки предпочтений между ее элементами. Методика апробирована на примере АР Крым, сформированы предложения по регулированию направлений инвестиций в регионе.

У статті розкриті особливості використання оригінальної методики обґрунтування перспективних напрямків регіональних інвестицій на основі методу аналізу ієрархій. Запропонована структура досліджуваних ієрархій і принципи оцінки переваг між її елементами. Методика апробована на прикладі АР Крим, сформовані пропозиції щодо регулювання напрямків інвестицій у регіоні.

In the article the features of the ground methodology use of regional investments perspective directions are exposed on the basis of hierarchies analysis method. This method presents the decided problem in hierarchy form, all factors and agents, influencing on a decision, unite in that. The structure of the investigated hierarchies and principles of estimation of preferences offer between her elements. The hierarchy of direct process - prognosis of logical future region is examined. The hierarchy of reverse process determines the investment providing of realization of scenario. Methodology is approved on an example AR Crimea, formed suggestion on adjusting of directions of investments in a region. The structure of investments must change in this region. The stake of investments in agriculture, industry of regional infrastructure, building, must increase. The stake of investments must grow short in industry, real estate, lease, grant of services to the businessmen. Reasonable by means of this regional investment process model priorities of investments on economic directions AR Crimea can be used by public authorities for an analysis and adjusting of regional investments. For restructuring of investment processes in a region it is necessary to create stimuli for corresponding activity of their participants. On this way public authorities can use the methods of direct and indirect influence.
