В статті проаналізовано умови формування ринку інтелектуальних послуг. Запропоновано
критерії оцінювання стану сформованості ринку послуг, а саме: коефіцієнт навантаження та
коефіцієнт насиченості. Визначення стану сформованості означеного ринку послуг дасть змогу
приймати адекватні рішення щодо державного регулювання ринку.

Предложены критерии оценки состояния сформированности рынка услуг, а именно: коэффициент
нагрузки и коэффициент насыщенности. Определение состояния сформированности
соответствующего рынка услуг позволит принимать адекватные решения, касающиеся
государственного регулирования рынка.
The article deals with the analysis of the formation conditions of the intelligence services market and
it is determined that the main conditions for the market establishment of any intellectual services include: the
demand for service, the presence of suggestions (enough manufacturers who offer services and have different
forms of ownership), no restrictions on the interaction between producer and consumer services (the presence of
economic freedom), free access for all market entities to market information. The fulfillment of these conditions
can create a healthy competitive environment in the relevant intelligence services market. Since the effective
functioning of the market depends on its formation, so for the evaluation of the formation of intelligence services
market by the author is offered a three-step-procedure. The first step - to analyze the structure of the market: the
size and form of property of firms working on it; consumers; the type of services provided by others. On the
second stage of evaluation of the intelligence services market formation must be selected the criteria. The author
proposed to define two criteria: the level of stress intensity and a ratio of saturation on the services market. On
the third step is necessary to use the above proposed criteria to assess the state of formation of the market and to
analyze the results. If the market is formed (the value of the saturation ratio is one), it is necessary to carry out
periodic monitoring of the market. If the market is unformed, it is necessary to develop and implement a national
program of relevant market intelligence services.
Saturation ratio can be used to evaluate the actions of public policy support for certain services markets. Thus, it
is necessary to assess the state of formation of market by a defined rate before the adoption of the state program
of market development and after. If after the implementation of the state program the market state has
improved, it can be considered effective state action. Defining the formation of the definite services market will
help to make appropriate decisions regarding the state regulation of the market.
