Дослідження організаційно-управлінської структури радянської системи соціального
страхування є необхідною умовою для повноцінного розуміння соціальної політики
СРСР. Воно передбачає введення до наукового обігу низки документів, в першу чергу, з
фондів Державного архіву Російської Федерації, що неможливо без їх попереднього
вивчення і аналізу.
Исследование организационно-управленческой структуры советской системы
социального страхования является необходимым условием для полноценного
понимания социальной политики СССР. Оно предусматривает введение в научный
оборот ряда документов, в первую очередь, из фондов Государственного архива
Российской Федерации, что невозможно без их предварительного изучения и анализа.
Restoration and development of social insurance in the USSR in the period from 1922 to
1933 was an important political, economic and ideological factors. Laid down at the time the
basic principles of social insurance still valid today, prompting scientists to study the detailed
features of the Soviet model of social insurance.
Research the organization and management structure of the Soviet system of social
insurance is essential to fully understand the social policy of the USSR. It provides an
introduction to the scientific use of several documents, primarily from funds of the State Archive
of the Russian Federation, which is impossible without their prior learning and analysis.
The vast majority of documents on the Social Insurance stored in the following funds: Soviet
Labour Department, All-Union Central Council of Trade Unions , the Central Social Insurance
Administration, the Federal Social Insurance Board and All-Union Central branch office of social
insurance. Each has its own specifics and has a special place in the study of the organizational
system of state social insurance.
Archival materials scattered in various funds due to the frequent changes in management of
social insurance. The reason for the existence of such a situation are the large size of insurance
funds. Given the acute shortage of financial means for the purposes of industrialization is not
left without proper attention of the party leadership.
Finally, in 1933, as a result of the reorganization , the People’s Commissariat of Labor The
Union of Soviet Socialist Republics was eliminated. Its functions was transferred to the AllUnion
Central Council of Trade Unions. Social insurance bodies were completely absorbed by
the trade unions. Trade unions moved from control to management of social insurance.
Thus, before the transfer of the case of social insurance in the conduct of trade unions, the
organizational and management structure of the entire insurance system changed repeatedly.
Sometimes the reasons for the reorganization was have a purely practical nature and were
required to improve the social insurance, in other cases they are conditioned by the political and
socio-economic processes in the USSR.
