Неиспользованные возможности сельских советов

Abstract

Рассматриваются возможности преодоления кризиса сельского хозяйства, сельских населенных пунктов и сельских территорий Украины. Анализируются организационные и экономические потенции сельских советов. Оцениваются возможности сельских советов в совершенствовании территориальной организации общественного производства, в экономическом и социальном развитии сельских территорий, в совершенствовании местного самоуправления.

Розглядаються можливості подолання кризи сільського господарства, сільських населених пунктів та сільських територій України. Аналізуються організаційні та економічні потенції сільських рад. Оцінюються можливості сільських рад в удосконаленні територіальної організації суспільного виробництва, в економічному і соціальному розвитку сільських територій, в удосконаленні місцевого самоврядування.

At present agriculture, villages, rural territories of Ukraine, in general turned out in a condition of prolonged crisis. At the same time rural territories of Ukraine make up 90 percent of country’s territory. 14,2 million people live on these territories that make 31,2 percent of the country’s population. Rural territories are the territories, where the most extensive industrial process – agricultural production is taking place, where all physiographic processes are visibly showing themselves. One of the ways out of the prolonged crisis, in which the Ukrainian village found itself, is the expansion of the authoritarian and functional powers of village councils. According to the 1996 Constitution of Ukraine, village councils discontinued to be the authoritarian structure being deprived of the status of the local territorial and administrative unit. One function remained for the village council it is to be the body of self-government for the local community. Thereby village councils are deprived of power bolh political and economic and are excluded from production and economic processes in the hierarchy of the country. On the judgment of the author, these are the village councils that must be initial basic territorial and production unit in the territorial and production hierarchy of the country, but for this to happen it is necessary to return to village councils, their authoritarian powers and expand their production and economic powers.
