У статті досліджено питання сталого розвитку та конкурентоспроможності туризму,
проаналізовано загальні міжнародні індикатори розвитку туризму, обґрунтовано необхідність
визначення показників сталого розвитку туризму і його окремих компонентів для різних рівнів
управління. Запропонована модель сталого розвитку туризму на регіональному рівні.
В статье исследованы вопросы устойчивого развития и конкурентоспособности туризма,
проанализированы общие международные индикаторы развития туризма, обоснована необходимость
определения показателей устойчивого развития туризма и его отдельных компонентов для различных
уровней управления. Предложена модель устойчивого развития туризма на региональном уровне.
The article explores the issues of sustainable development and competitiveness of tourism; the
common international ratings’ indicators in tourism are analyzed. The necessity of determining the indicators
for sustainable tourism development and its individual components for various levels of management is
grounded.
New mechanisms and approaches to solving management problems of social and economic territories
development in economic conditions are required. The level of competition between countries and regions of the
world is growing and promotes the necessity for tourism competitiveness ranking.
The theory of sustainable development system approach to the most pressing problems is associated with
providing a stable, proportional and balanced development.
The aim of the article is to develop a method of evaluation of sustainable tourism development through a system
of indicators.
There are three main groups the indicators of sustainable development at the national level: economic,
environmental and social (characterizing parameters of different formats of sustainable development). They
must be aligned with the strategic goals of sustainable development and refined compared to international
indicators. The initial list of indicators for sustainable tourism development was proposed and approved by the
European initiative in 10 European countries for the coastal zone. The test results led to the development of the
core set of indicators that are recommended as a priority.
The basic principles of selection of indicators for sustainable tourism development should be: harmony, balance,
relevance, availability of statistical data, accessibility, truthfulness, comparability, and predictability. The
existing indicators should be adapted to national conditions and needs.
The system of indicators for sustainable tourism development provides effective management and control of all
the important areas of regional tourism development.
The practical implementation of the developed system parameters is performed by dynamic programming with
mandatory compliance verification of forecast procedures.
