Among various forms and types of government ochlocracy (from the Greek words ‘oсhlos’ — mob or a mass of people’ and ‘kratos’ — ‘rule, power, strength’) is the least researched phenomenon both in contemporary scientific literature and in real political practice. This problem has become crucial since the beginning of 1990s, after the Soviet Union’s collapse and setting up the new independent states. Many of them emerged and developed according to the patterns more or less similar to ochlocratic. So far they have not found a way out of the ‘developmental deadlock’. All actions and events taking place in post-Soviet countries allow concluding about ochlocracy as a specific form of political dominance in comparison to other forms of government and political regimes, such as monarchy and republic, as well as oligarchy, military junta and plutocracy. |
