Бюджети міст Правобережної України: динаміка змін в умовах реалізації реформ другої половини ХІХ ст.

Abstract

З’ясовано основні зміни у структурі та розмірах бюджетів міст Правобережної України протягом другої половини ХІХ — початку ХХ ст. Доведено, що в умовах реалізації реформ 1870 та 1892 р. вони мали неоднозначний характер. Зокрема, запровадження міського самоуправління сприяло розширенню участі містян у розподілі коштів громади. Іншою позитивною тенденцією вказано невпинне збільшення розмірів місцевих бюджетів, яке було наслідком прискореної урбанізації. Водночас обмеження повноважень міських органів влади у пошуку джерел прибутків і необхідність покриття низки обов’язкових статей (наприклад, утримання поліцейських відділень і квартирування військових) спричиняли поступове наростання заборгованості та нехтування “необов’язковими” потребами культурно-освітньої і соціальної сфер. Доведено, що у перерахунку на одного жителя наявні кошти складали досить мізерну суму.

The main changes in the structure and size of the budgets of cities in the Rightbank Ukraine in the second half of the XIX — early XX century were clarified. It was proved that in the conditions of the reforms in 1870 and 1892 they were ambiguous. In particular, the establishment of city self-government contributed to increasing the participation of cities in the distribution of community funds. It is shown that another positive trend was the steady increase in the size of local budgets, which was the result of accelerated urbanization. At the same time, limiting the powers of the city authorities to search for sources of income, and the need to cover a number of mandatory items (for example, police departments maintenance and military military), the gradual increase in debt and neglect of the “optional” needs of the cultural, educational and social spheres. It was proved that in terms of per capita, available funds were fairly negligible amount.
