«Не без крайней нужды»: розміщення глухівських управлінських закладів після пожежі 1784 р.

Abstract

У статті висвітлюються урядові заходи щодо забезпечення приміщеннями управлінських закладів повітового міста Глухова і Глухівського повіту від часу пожежі 7 серпня 1784 р. до кінця ХVIII ст. Аналізується повнота фіксації наявних казенних і міських будівель у численних топографічних описах і відомостях, що їх складали місцеві чиновники на вимогу уряду.

The article covers government measures to provide the quarters for the administrative institutions of the county town of Hlukhiv and Hlukhiv district from the time of the fire on August 7, 1784 to the end of the eighteenth century. The norms of the Provincial Statute of November 7, 1775 provided for the presence of a certain number of quarters for administrative institutions in the settlements with one or another administrative status. Usually the absence or presence of a sufficient number of government buildings with spacious and comfortable facilities for the work of numerous institutions depended on the approval of plans for left-bank cities. Due to its former status as the administrative center of Little Russia, after the opening of Novhorod-Siversk Viceroyalty (1782), Hlukhiv was well provided with administrative buildings, especially as a county town. However, after the fire on August 7, 1784, numerous employees of the Hlukhiv district institutions found themselves in a typical situation on the Left Bank of unsatisfactory working conditions. And this situation began to change only at the beginning of the 19th century, when the imperial center finally approved city plans, allocated funding and began large-scale construction, including to satisf y administrative needs. The location of individual governing bodies is reconstructed into the following key moments in Hlukhiv’s history: after the discovery of Novhorod-Siversk province, immediately after the fire on August 7, 1784, following the inspection of county towns by the provisional governorgeneral Kretchetnikov and after the administrative reform of Emperor Paul I of Russia. The completeness of fixing existing public and city buildings in the numerous topographic descriptions and information provided by local officials at the request of the government is analyzed.
