Административное устройство раннесредневекового Херсонеса

Abstract

История институтов власти в Херсоне и других городах византийской Таврики издавна привлекает внимание отечественных и западноевропейских исследователей. Однако, несмотря на признанную важность проблемы, констатировался лишь факт существования в Херсоне на раннем этапе городского самоуправления, замененного в IX в. фемной администрацией. Эти положения принимались как бесспорные без какой-либо критической оценки источников. От взгляда исследователей ускользала динамика формирования системы городского управления Херсона.

In this article the dynamics of changes in administr ative status of Byzantine Cherson in the 5th — 10th centuries is examined on the basis of written sources, sphragistics and archaelogical data. In accordance with the political and economic changes in Taurica Cherson during the Early Middle Ages went its way from strengthening the institutions of central power in the epoch of Justinian I to town self-governing in the 8th century and strengthening the military-administrative management in the end of the 9th — 10th centuries. The author denies the Crimean localization of Klimata thema and the formation of Cherson thema under Theophilos and gives basis for the period of forming thema under Constantine Porphyrogennetos in ca. the mid-10th century.
