Теоретичне моделювання координації міжнародної економічної політики

Abstract

Досліджено концептуальні підходи до вивчення проблем координації міжнародної економічної політики. Автори трактують координацію, як категорію, що є ширшою, ніж співпраця, оскільки передбачає суттєвіші трансформації внутрішньої політики. Міжнародне співробітництво у галузі міжнародної економічної політики, як випадок стратегічної взаємозалежності, тлумачиться за допомогою теорії ігор. Аргументовано, що наслідки координації міжнародної економічної політики повністю залежать від обраної для реалізації стратегії – взаємодоповнюваності або взаємозамінюваності.

Исследуются концептуальные подходы к изучению проблем координации международной экономической политики. Авторы трактуют координацию как категорию шире сотрудничества, предусматривающую более существенные изменения внутренней политики. Международное сотрудничество в сфере международной экономической политики, как случай стратегической взаимозависимости, интерпретируется с помощью теории игр. Аргументировано, что последствия координации международной экономической политики зависят от выбора стратегии – взаимодополняемости или взаимозаменяемости.

The article reveals the specifics of conceptual approaches to the problems of international economic policy coordination. The authors interpret coordination as a category wider than cooperation, since the former provides for greater internal policy transformations. International cooperation in the field of international economic policy as a case of strategic interdependence is interpreted by adapting the game theory framework (the Cournot-Nash equilibrium, the Stackelberg model, the Hamada diagram). It is claimed that the theoretical concepts under analysis can be improved through modeling of the endogenous changes within the unions by considering the prospects for multi-country interactions. The article examines the issues of laying the foundations for setting up integration alliances within the context of adapting different policy strategies by member states in particular such as prosper-thy-neighbor policy characterized by strategic substitutability and beggar-thy-neighbor policy with its strategic complementarity. Appealing to the results of the comparative analysis of different policy strategies the authors argue that the effects of international economic policy coordination totally depend on the choice of the adapted strategy – the strategic complementarity or substitutability – with both options including a combination of monetary and trade policies.
