Інвестиційна привабливість аграрного сектору України

Abstract

У статті досліджуються питання інвестиційної привабливості агарної сфери України. Аналізуються основні проблеми, що виникають під час інвестування агарного виробництва у сучасних умовах господарювання. Забезпечення сталого розвитку та економічного зростання в галузі є пріоритетним завданням економічної політики країни. Досліджено, що саме інтенсивний тип розвитку сприяє поліпшенню всіх економічних показників за умов удосконалення дії виробничих факторів. Виняткове значення для розширення аграрного виробництва набуває проблема інвестиційного забезпечення сільського господарства як на регіональному, так і на макрорівнях.

В статье исследуются вопросы инвестиционной привлекательности аграрной сферы Украины. Анализируются основные проблемы, возникающие в процессе инвестирования аграрного производства в современных условиях хозяйствования. Обеспечение устойчивого развития и экономического роста в отрасли являются приоритетными заданиями экономической политики страны. Исследовано, что именно интенсивный тип развития способствует улучшению всех экономических показателей при условии совершенствования действия производственных факторов. Исключительное значение для расширения аграрного производства приобретает проблема инвестиционного обеспечения сельского хозяйства как на региональном так и на макроуровнях.

The article explores the issues of investment attractiveness of the agrarian sector of Ukraine. Analyzes the main problems encountered in the process of investing in the agricultural production of the contemporary economy. Sustainable development and economic growth in the industry are the priority tasks of economic policy. Investigated what type of intensive development helps to improve the performance of all economic activity subject to improvement of production factors. Exceptional value for the expansion of agricultural production is the problem of investment support agriculture at both regional and macro levels. Today it is a deficit and the high cost of food, when we must recognize that sustainable and balanced growth in agriculture is based primarily on the need to substantially increase investment. The increasing role of long-term loans of small and medium farmers and attracting foreign investment are crucial factors to ensure the effective development of the sector. With the economic crisis, these issues are of particular relevance. From their decision at this stage is largely dependent recovery and growth of material resources, increasing production and competitiveness of agricultural products in domestic and foreign markets, to address the whole range of socio - economic problems. The budget deficit , reduce government support of agricultural producers finance Ukraine's dependence on foreign countries enhance the relevance of the problem of rationalization and more efficient use of existing and available investment resources. Inadequate investment resources have led to a weakening of the material and production base of businesses , reducing its profitability and profitability, low levels of concentration and specialization of production , poor infrastructure of the agricultural market . In our opinion , sufficient financial resources is the key to updating and improving the material and technical base of agricultural production, increase its efficiency, competitiveness of the agricultural sector in general. Material and resource support agricultural production and its effective development in transitive economy is directly dependent on the volume, structure and direction of investment - the cost of construction and maintenance of production facilities , purchase of agricultural machinery and equipment , new technologies , ensuring a sufficient level of solvency , strengthening financial stability and improve agricultural production activities of enterprises. Today , the opportunities available to obtain long-term loans for most small and medium-sized farms problematic . The main obstacles to obtaining credit are: unsettled legal issues of land ownership, low profitability of most agribusinesses , non-transparent market. To improve the efficiency of the credit to agriculture at the legislative level to create favorable conditions for investment credit of commercial banks in the development of agribusiness.
