Щодо стратегії післявоєнного відновлення кадрового потенціалу науки України

Abstract

У статті продемонстровано можливість більш точного, ніж у попередніх роботах, розрахунку методом ендогенного прогнозування еволюції кадрового потенціалу науки, впливу на темпи його відновлення збільшення притоку молоді в науку. Показано, що, незважаючи на властиву кадровому потенціалу унікальну інерційність, цілком реально організувати такий варіант посиленої державної підтримки розвитку науки, за якого її конструктивний вплив на відродження України може відчутно зрости вже в перші 2—3 роки післявоєнного відновлення. Такі заходи не лише забезпечать прискорення інноваційного розвитку країни, а й сприятимуть оздоровленню вікової структури наукової спільноти, досить швидкому подоланню тенденції до її вимирання, яка намітилася в останні роки.

The article demonstrates the possibility of a more accurate than in previous works calculation, using endogenous forecasting method, of the evolution of the personnel potential of science, the influence which the increase in the influx of youth into science has on its recovery pace. It is shown that, despite the unique inertia inherent in personnel potential, it is absolutely realistic to organize such a variant of enhanced state support for the development of science, under which its constructive influence on Ukraine’s revival can significantly increase already in the first 2-3 years of post-war recovery. Such measures will not only ensure the acceleration of the country's innovative development, but will also contribute to improving the age structure of the scientific community, overcoming rather quickly the tendency towards its extinction, which has emerged in recent years.
