Місцевий «самородок» Кузьма Потапович Ходот (1841–1912)

Abstract

Мета статті – реконструювати основні етапи життєпису Кузьми Потаповича Ходота, першого секретаря міського самоврядування Чернігова, сформованого на підставі законоположення 1870 р., розкрити особливості громадської діяльності К. Ходота як члена управи та гласного думи протягом 1870–1912 рр. Відповідно до мети визначено загальнонаукові методи дослідження: аналіз, синтез, конкретизацію – і спеціально-історичні: історико-генетичний, біографічний, історико-системний. Наукова новизна дослідження полягає в тому, що здійснено спробу започаткувати історико-біографічні описи про діячів виборного управління Чернігова другої половини ХІХ – початку ХХ ст. задля формування цілісного й об’єктивного уявлення про роботу його інституцій – думи та управи. Опрацьовані матеріали зумовили такі висновки. Кузьма Потапович Ходот, дворянин за походженням, належав до зачинателів громадського управління Чернігова, створеного в контексті модерних реформ другої половини ХІХ ст., ставши першим міським секретарем й беззмінно виконуючи обов’язки гласного думи упродовж сорока років. Безоплатно працював членом управи й заступником міського голови, суміщаючи із секретарством у губернському дворянському депутатському зібранні. Йому властиві емоційна витриманість, виваженість у прийнятті важливих рішень, прагматизм, життєва мудрість. Розпочавши професійний шлях із судового канцеляриста, набувши досвіду в царині цивільного й адміністративного права, намагався скористатися ним, спрямовуючи ухвали виборної влади в продуктивне русло, наполягаючи на прозорості у її фінансовій діяльності, економії муніципального бюджету. Професіоналізм, відповідальність, сумлінне виконання взятих на себе зобов’язань забезпечили просування кар’єрними сходами й отримання державних нагород.

The purpose of the article is to reconstruct the main stages of the biography of Kuzma Potapovich Khodot, the first secretary of the city self-government of Chernihiv, formed on the basis of the law of 1870, to reveal the peculiarities of his public activity as a member of the board and voice of the citi administration and duma during 1870–1912. Research methods, in accordance with the set goal, are general scientific: analysis, synthesis, concretization and special-historical: historical-genetic, biographical, historical-systemic. The scientific novelty of the research lies in the fact that it is an attempt to start a historical-biographical description of the figures of the Chernigov elected administration of the second half of the 19th and early 20th centuries in order to form a holistic and objective view of the work of its institutions – the Duma and the city administration. The processed materials led to the following conclusions. Kuzma Potapovich Khodot, a nobleman by birth, was one of the founders of the public administration of Chernihiv, created in the context of modern reforms of the second half of the 19th century, becoming the first city secretary and continuously performing the duties of the voice of the Duma for 40 years. He worked for free as a member of the city administration and deputy mayor, combining all this with the secretariat in the provincial nobles' deputy meeting. He is characterized by emotional stability, balance in making important decisions, pragmatism, and life wisdom. Having started his professional career as a court clerk, having gained experience in the field of civil and administrative law, he tried to use it, directing the decisions of the elected government in a productive direction, insisting on transparency in its financial activities, saving the municipal budget. Professionalism, responsibility, conscientious fulfillment of assumed obligations ensured advancement up the career ladder and receiving state awards.
