"Особлива думка” гласних Київської міської думи у її діяльності (1871–1914)

Abstract

У статті досліджуються причини запровадження верховною владою нового управлінського механізму — “особливої думки”. Детально розглядається законодавча процедури її оформлення та розгляду. Встановлюється чи скористалися і як гласні Київської міської думи цим правом. Простежено чисельність “особливих думок”, їхню тематику і як вони впливали на діяльність думи. Для виконання поставлених завдань ми використали відомче видання “Известия Киевской городской думы”, опубліковані та рукописні варіанти протоколів Київської міської думи. Встановлено, що якщо “особлива думка” вказувала на незаконність постанови думи, остання мала клопотатися про відміну власного незаконного рішення і просити Сенат про перегляд питання заново. Виявлено, що активність гласних до 1892 р. була замалою і більшість їхніх “думок” стосувалися земельних питань. Положення 1892 р. позитивно вплинуло на число гласних з вищою освітою, яких стало на третину більше. Це посприяло зростанню кількості “особливих думок”, а також на їхнього різноманіття. Крім земельних, вони торкалися модернізаційних та фінансових питань. Політизація ситуації в державі привела до появи на початку ХХ ст. групових ініціатив гласних, які набували опозиційних рис. Однією з причин цього було підсилення адміністративного тиску, адже міський голова та члени управи стали державними службовцями й, на думку гласних, відстоювали інтереси верховної влади, а не містян.

The article investigated the reasons for the introduction by the supreme power of a new management mechanism — “special thought”. In detail considered the legislative procedure for its registration and consideration. Installed, were used and how this right by glasnyh (deputies) of the Kyiv City Duma. The number of “special thoughts”, their topics and how they influenced the activity of the thought were traced. To accomplish our tasks, we used the departmental edition Izvestia of the Kyiv City Duma, published and manuscript variants of the protocols of the Kyiv City Duma. It was established that if “special opinion” pointed to the illegality of the ruling of the Duma, the latter had to petition for the abolition of his own illegal decision and ask the Senate to revise the issue again. It was found that the activity of the glasnyh (deputies) up to 1892 was not enough and most of their “thoughts” concerned land issues. City regulation 1892 positively influenced the number of glasny (deputies) with higher education, which became one third more. This contributed to the growth of the number of “opinions”, as well as their diversity. In addition to land, they touched on modernization and financial issues. Politicization of the situation in the country led to the appearance in the early twentieth century. group glasnyh (deputies) initiatives that acquired oppositional features. One of the reasons for this was an increase in administrative pressure, as the mayor and members of the board became civil servants and, in the opinion of the glasnyh (deputies), defended the interests of the supreme authority, and not the citіzens.
