Залучення нацистською окупаційною владою аґітаторів та їх використання в усній і кінофотопропаґанді (1942–1944 рр.)

Abstract

Мета дослідження – розкрити процес залучення пропаґандистів із середовища примусових працівників, радянських військовополонених, штатних службовців окупаційного апарату та спроби їх використання нацистською владою шляхом усної аґітації серед населення, створення пропаґандистських фото- й кіноматеріалів за їх допомогою. Методологія дослідження ґрунтується на принципах історизму, науковості, антропоцентризму. Для висвітлення проблеми застосовано методи історіографічного аналізу, історико-генетичний і проблемно-хронологічний. Наукова новизна. На основі неопублікованих документів Галузевого архіву Служби безпеки України, повідомлень окупаційної преси проаналізовано залучення, підготовку та ефективність використання аґітаторів в усній пропаґанді в період вербувальних кампаній із набору робочої сили до Третього Райху. Уперше детально висвітлено хід організації та перебіг «екскурсій» (як форми пропаґанди) для населення з України до «гітлерівської Європи» впродовж 1943 р., визначено й коротко охарактеризовано склад учасників таких вояжів. Розкрито мету, механізм підготовки пропаґандистських фото- та кіноматеріалів нацистськими спецслужбами, внесок в їх створення безпосередніх учасників із Миколаївщини та інших окупованих реґіонів СРСР упродовж 1943–1944 рр. Уводиться в науковий обіг фото М.Ползунова – бурґомістра Миколаєва, голови спеціальної групи екскурсантів. Висновки. Нацистське керівництво мало далекосяжні наміри з ідеологічної обробки та використання пропаґандистів із середовища лояльних до «нових визволителів» категорій населення. Про це свідчить докладання чималих зусиль і ресурсів для створення спеціальних таборів із підготовки аґітаторів, проведення екскурсій для ретельно відібраних учасників з окупованої частини СРСР містами Європи, розробка масштабних маніпуляцій за їх участі зі створенням фото- та кіноматеріалів під контролем спецслужб Третього Райху. Такі пропаґандистські заходи мали певний вплив на частину населення під час вербувальних кампаній із набору робочої сили до Німеччини в період 1942 – початку 1943 рр. та позначилися на лояльному ставленні окремих мешканців до окупаційної адміністрації. Вони були розраховані на довгострокову перспективу за умови продовження бойових дій, проте вигнання нацистських загарбників з України й капітуляція Німеччини у Другій світовій війні унеможливили повну реалізацію таких планів.

The purpose of the research is to reveal the process of recruiting propagandists from the environment of forced laborers, Soviet prisoners of war, staffers of the occupation administration and, in some cases, special ideological training, and attempts to use them by the Nazi authorities through oral agitation among the population, to create the necessary propagandist photo and cinema content with their help. The research methodology is based on the principles of historicism, science, anthropocentrism. The methods of historiographic analysis, as well as historical-genetic and problem-chronological methods have been used to cover the problem. Scientific novelty. On the basis of unpublished documents of the sectoral archive of the Security Service of Ukraine and reports of the occupation press, the recruitment, preparation and effectiveness of the use of agitators in oral propaganda during recruitment campaigns of the labor force for Third Reich have been analyzed. For the first time, the course of organization of excursions and excursions themselves (as a form of propaganda) for the population from Ukraine to “Hitler Europe” during 1943 have been described in detail, the participants of such trips have been identified and briefly described. The purpose and mechanism of preparation of propaganda photo and cinema materials by the Third Reich special services, contribution to their creation of direct participants from the Mykolaiv oblast and other occupied regions of the USSR during 1943–1944 are revealed. The photo of M.Polzunov, the burgomaster of Mykolaiv, the head of a special delegation of excursionists, has been introduced into the scientific use. Conclusions. The Nazi leadership had far-reaching intentions as for the ideological indoctrination and the use of propagandists from among the loyal ones to the “new liberators” of the studied population categories. This is evidenced by the considerable efforts and resources for the creation of special camps for the training of agitators, excursions for carefully selected participants from the part of the USSR occupied by European cities and the development of extensive manipulations for their participation in the creation of photo and cinema content under the control of the Third Reich special services. Such propagandist events had some impact on a portion of the population during recruitment campaigns aimed at getting labor force to Germany during 1942 – early 1943, and they affected the loyalty of individual residents to the occupation administration. They were aimed at the long term perspective on the condition of military operations continuation, but the expulsion of Nazi invaders from Ukraine and the surrender of Germany in World War II made it impossible to fully implement such plans.
