Історична політика й академічна свобода істориків: європейські стандарти й українські реалії

Abstract

У статті проаналізовано зв'язок історичної політики та академічної свободи істориків. Наголошується, що призначенням і змістом історичної політики є конструювання і практичне застосування в політиці «історичної пам'яті» та інших форм колективних уявлень про минуле. Особливістю історичної політики є політична й ідеологічна інструменталізація як історії, так й історичної пам’яті. Важливу роль у реалізації історичної політики відіграють учені-історики, однак у країнах зі слабко розвиненою академічною автономією історіографія залежить від конкретної політичної кон’юнктури. Відтак залежність історії від політики і влади зумовлюється не тільки адміністративним тиском, але й готовністю фахової корпорації істориків до співпраці, поступками академічною свободою, нехтуванням моральними принципами і академічною солідарністю. Українська реалії суперечать європейським і світовим традиціям застосування академічних свобод, а відтак українським історикам ще потрібно працювати над формуванням академічної солідарності

The connection between historical politics and academic freedom of historians is analyzed in the article. It is emphasized that the purpose and content of historical policy are the design and practical application of "historical memory" and other forms of collective representations of the past in the politics. A feature of historical policy is the political and ideological instrumentalization of both history and historical memory. Historians play an important role in historical policy realization, but in countries with poorly developed academic autonomy, historiography depends on a specific political situation. Therefore, the dependence of history on politics and government is determined not only by administrative pressure, but also by the readiness of the professional historians` corporation to cooperate, being ready to compromise on academic freedom or neglect moral principles and academic solidarity. Ukrainian realities contradict the European and world traditions of the academic freedoms application, and consequently Ukrainian historians still need to work on the formation of academic solidarity.
