Паралельні органи охорони порядку у Криму восени 1918 р.: проекти та реалії

Abstract

Досліджується процес створення в містах Кримського півострова альтернативних крайовій поліції (крайовій внутрішній варті) охоронних підрозділів наприкінці періоду діяльності уряду С.Сулькевича (підпорядкування, організаційна структура, комплектування, утримання). Розкрито реґіональні відмінності паралельних органів охорони порядку, зумовлені етнічною та соціальною специфікою окремих міст. Показано низьку ефективність аморфних, територіально розпорошених і заполітизованих паралельних охоронних підрозділів.

The phenomenon of regional history of law enforcement agencies has been researched for the first time – the creation of the alternative to the Crimean Regional Police (the Crimean Regional Internal Guard) defense units in the cities of the Crimea at the end of the S.Sulkevich Crimean Regional government. Their main features have been described: subordination, organization structure, formation and contents. The regional features of the parallel law enforcement agencies with the view to ethnic and social specific characteristics of the separate cities have been described. The founders’ attitude to the police structure has been shown, from ignorance to attempts of cooperation. The low efficiency of structurally formless, territorially scattered and politically engaged parallel enforcement units has been proved.
