The concept of "self-development" in relation to the various territorial socio-economic systems has
become quite established category.
A role in the functioning of the self-developing regional systems is the selection criterion parameters for judging
the presence of self-development and the possibility of its formation in the future. Territorial self-developing
social and economic systems, their formation, operation and development include a variety of components, so
the range of objects that come to the attention of researchers, is extremely broad. The main object is a
determinant of self-development of regional systems. The key factors of which are endogenous.
In the self-evolving socio-economic systems, the most important factor in the reproduction of the source of
national and regional wealth becomes the intellectual capital in the form of knowledge and technology.
The second most important are the so-called productive factors, ie the ability to area efficient use of resources:
competitiveness, sustainability territory.
One of the most powerful environmental factors that have a direct influence on the self-development of regional
systems have been and remain the power structure (the state, local governments).
Thus, one of the main problems to be solved within the framework of creating the institution of self-regulation is
the testing and introduction of new management practices in order to develop citizens' initiative and their
interest in co-operation with the authorities of all branches of government, as well as reducing the number of
officials at various levels of authority through delegation of state functions.
