The article describes the cultural phenomenon in close relationship with religious norms. The law becomes universal and necessary phenomenon of world culture which is a condition of harmonious development of the legal system based on universal spiritual values of mankind due to interference of religious and legal norms in lawmaking process. It takes into account the national specifics but based on the undisputed recognition of freedom and democracy values.
