У статті охарактеризовано проблеми адміністративно-територіального устрою
сучасної України, починаючи з 1991 р. Проаналізовано означену проблематику в історичній ретроспективі, а саме розглянуто підготовку до здійснення політико-адміністративного реформування УСРР та його перебіг у 20-х рр. ХХ ст.
The article describes the problems of administrative-territorial structure of modern
Ukraine since 1991. The above mentioned problem is analyzed the in historical perspective,
in particular the preparation for implementation of the political and administrative reform
of the USRR and its progress in the 20-ies of XX century is reviewed. It is noted that the
administrative-territorial structure was inherited from the Soviet Union, therefore after
the proclamation of independence a question on the conformity of the system to national
interests arose. The attempts to reform the administrative and territorial structure are characterized,
namely, the work on the concept of administrative reform in 1997, which the State
Commission on Administrative Reform had been working on; the work of the Commission
on administrative and Territorial Division, that was formed in August 2000; the activities
of the working group that developed the draft law «On Territorial System of Ukraine». As
for reforming the administrative-territorial structure, which was carried out in the 20-ies of
XX century, the elemental changes of 1919–1920; the transition to three-level governance
system by the following scheme «districts-region-village» in 1922–1925; the transformation
into the two-tier system of governance by the following scheme «region-village» in 1930; the
return to the principles of separation laid down in the days of pre-revolutionary provincial
division in 1932 are analyzed.
