Исследованы схемы банковского кредитования субъектов малого и среднего бизнеса в Украине при участии международных финансовых организаций и проведен анализ результатов их взаимодействия. Определены базовые проблемы привлечения данных кредитных средств и преимущества для коммерческих банков и бизнеса в результате сотрудничества с указанными организациями.
Досліджено схеми банківського кредитування суб'єктів малого та середнього бізнесу в Україні за участю міжнародних фінансових організацій та проведено аналіз результатів їх взаємодії. Визначено базові проблеми залучення даних кредитних коштів та переваги для комерційних банків і бізнесу в результаті співпраці із зазначеними організаціями.
It was found that today the need of SMEs in bank loans is satisfied only by 15-20%, while they accounted for only 1.5% of all investments. Partially, this problem is solved in Ukraine by trying to attract funding from the international organizations. The role of international organizations in the financial and credit support to SMEs and problematic issues of funding are identified, and the proposals to solve them are offered. According to the analysis of programs on SMEs lending by the international organizations they do not fully meet the financial needs of the latter. The main problems of attracting business credit are strict requirements on the part of the international institutions, which do not always make it possible to obtain the necessary funds. In addition, the problematic issue is the volume of lending and the number of SMEs that can attract these funds, despite the significant amounts of loan funds only a small part of the business entities can use them. There is also an imbalance in the distribution of funds between the regions of Ukraine (partner banks of international organizations are located unevenly across the country), and between the subjects of economic activities (preferred are the entrepreneurs-farmers, manufacturing, and the services and trade attract much less money that is not connected with the economic development priorities in the country). In this connection, it is necessary to increase the cooperation with the international financial and credit institutions in lending to SMEs, to work on a partial revision of the requirements of business lending, as well as to initiate the implementation of new lending programs that would meet the requirements of economic realities. Furthermore, we believe that the establishment of financial relations with credit institutions of member countries of the Eastern Partnership will allow our state to expand the horizons of SME lending.
