Приведено определение понятий «недвижимость», «управление недвижимостью»; рассмотрены виды услуг, которые включает система управления недвижимостью в Европе; исследованы подсистемы объектов управления с предоставлением их ключевых характеристик; сформированы направления целевого воздействия теории управления недвижимостью; дано трактование общих и специфических функций рынка недвижимости.; Наведено визначення понять «нерухомість», «управління нерухомістю»; розглянуто види послуг, які включає система управління нерухомістю у Європі; досліджено підсистеми об'єктів управління з наданням їх ключових характеристик; сформовано напрями цільового впливу теорії управління нерухомістю; подано трактування загальних і специфічних функцій ринку нерухомості; визначено значення землі як базового об'єкта нерухомості.; The article provides the definitions of concepts “property”, “property management”; examines the types of services that are included into the system of property management in Europe; investigates the subsystems of objects under management providing their key characteristics; shows the directions of target impact of the theory of property management; gives the interpretations of general and specific functions the real estate market; defines the land base of the property; characterizes the main directions of the process of real estate management; investigates accumulated potential in the knowledge system of property management in Ukraine. In conditions of market relations property management is a complex integrated system to meet the needs in a particular form of real estate. By virtue of a certain specificity of formation and development of the real estate market should be understood and systematically explored its features and characteristics crucial to the implementation of managerial influence. The author describes the most important features of the real estate market, taking into account the characteristics of the transformation of Ukraine’s economy, considers the most striking manifestations of property management in a complex and competitive market environment, characterizes by the common goal of real estate management, the most popular in terms of transformation of our economy, investigates a number of basic principles and preconditions for the development of knowledge on real estate management. The article defines the development of basic scientific knowledge on property management in the conditions of transformation of Ukraine's economy and its various regions as a logical evolution process management in all itsvariety. The author determines the value and place of real estate development in the modern market economy, namely its stimulating effect on all vital processes and functions such as the development of an economic complex, social security. That is, the real estate market is the center of the market environment, its catalyst and stabilizer. Scientific knowledge on property management in all key areas - theoretical, methodological, and practical - provides rapidly the preconditions for the development and progress of a scientific thought. The article generates a promising trend in the development of scientific knowledge, namely, new principles and forms of management, social and cultural control technology, justification of innovative business processes and information needs.

Предложены приоритетные направления развития и регулирования молодежного сегмента в структуре национального рынка труда.; Because of the lack of the effective regulatory mechanisms in the functioning of the labor market the employment potential of the population is not used effectively and efficiently today, not fully directed at achieving the objectives of innovation and economic growth. The lack of progressive structural changes in the economy and, consequently, in employment, braking innovative transformations, prevents the formation of sustainable innovative segments of the labor market, particularly the youth, since it enhances the competitiveness of the workforce, providing progressive economic development. The socio-economic potential of the country now and in the future depends on the youth labor activity, and the participation of youth in the economic activity is a significant factor in the socio-cultural and professional development. The market economy, on the one hand, greatly expanded the limits of application of forces and capabilities of young people at work, on the other - has led to a weakening of the state support for young people in social and labor issues, has shaken the foundations of the old institutional socialization of youth employment. Considering the specific “youth segment” of the national and regional labor markets, it should be noted that it is characterized by a sustainable growth in labor supply. This is due to the annual growth of the labor market of graduates at various levels. The problems of balancing supply and demand in this segment are explained by three reasons: first, the competition under which other age groups due to their professionalism and experience have less risk of losing their jobs and have more advantages in employment, and secondly, the lack of demand for a particular profession, forcing the young people to retrain and not work in the specialty, and thirdly, the constant change in life priorities caused by unjustified expectations of the maintenance, the conditions of work, the resulting income. Among the listed causes of low labor activity of young people are: employment opportunities for youth are limited, particularly for the individuals with special education and training and for those who do not have work experience, wages tend to be lower than for other age groups of workers and working conditions - worse than for more experienced people. Because of this, and ineffective government policies to promote employment of young people of the youngest age group they often prefer to delay the entry into the labor market, continuing education, giving birth to a child and being on leave to care for children, or to do nothing officially. Priority measures to improve the regulation of the youth segment, particularly in the development of its innovative component, the labor market can be defined as follows: 1) intensification of the urban community (civic, charitable and religious organizations) in support of social programs, projects and activities to enhance the capacity of young people; 2) reservation of jobs in enterprises, institutions, organizations, cities for youth employment, which give the first job; 3) competitive activities of business plans of young entrepreneurs and students of higher educational institutions, improvement of the mechanism of their realization and the implementation of the best projects in the region's economy; 4) continuous state coverage of the implementation of youth policy in the media to provide a new level of awareness and knowledge of young professionals in the region of vitally important issues.

Особливості інформаційного забезпечення соціалізації регіонального управління

Досліджено передумови ефективної соціалізації регіональної політики. Доведено значущість інформаційного забезпечення на шляху побудови конструктивної системи управління процесами соціалізації. З метою усунення проблем, що пов’язані із соціалізацією, у регіональному розрізі розроблено організаційно-методичну схему моніторингу зазначених процесів у системі регіонального управління.; Исследованы предпосылки эффективной социализации региональной политики. Доказана значимость информационного обеспечения на пути построения конструктивной системы управления процессами социализации. С целью устранения проблем, связанных с социализацией, в региональном разрезе разработана организационно-методическая схема мониторинга указанных процессов в системе регионального управления.; The article investigates the preconditions for effective socialization of regional policy, including improving the measurement of social class, integrated approach to the assessment of trends, identification of criteria, indicators, performance indicators of socialization regional management and development of methodical bases for the preparation and use of certain information, the availability of information that meets the requirements and needs of the region. Proven is the importance of information support to building a constructive management process of socialization, which promotes adequate regional management and integration into the international information space. The basic problems of information support to socialization of regional management can be considered the following: unsystematic nature of monitoring in the direction of social development of the regions, the lack of a legal framework to con-solidate the domestic statistical results of monitoring studies, imperfect, incomplete and outdated regulatory framework that was developed without considering the opportunities offered by modern information systems and technologies, as originally focused on restricting access to information, mandatory implementation of programs developed by specialists of the ministries and agencies that often do not conform to a single territorial information system and socialization needs of regional management, lack of standardization processes of socialization; inadequate social and economic statistics and reporting as required by the socialization of regional management, non-compliance of social statistical reporting with international standards. In order to eliminate the problems associated with socialization in regions the organizational and methodical scheme of monitoring these processes in the system of regional management was developed that will enable get a complete, accurate, good-quality and timely information on the socio-economic development and as a result a successful implementation of the strategy of development of each region and its districts.
